You're dad might need to step up the insulin injections or dosage. You'll need the doc to help you with that. It's difficult if you're taking cortisone or steroid drugs to maintain good numbers with diabetes.
Damage is done to the body with high blood sugar levels, but every diabetic is different. Within five years I had complications and I'm really trying to control the numbers. Other folks I know went through years of being really bad with their diabetes and had no side effects. The thing is, you don't want to take unnecessary chances. Call your dad's doctor and explain what's going on, but don't panic. They will probably have a way of helping your dad deal with this combination of medications.

normal range of blood sugar is 80-120 I suggest you have your monitor checked and see if it is the same as the doctors office. however I have went into the er and ask the nurse to check mine and took my glucose monitor with me to make sure that it is right. anything below 70 is getting to low is what my doctor told me, but if it is that low he would be in a coma by now check the monitor.
