Cute theme! Go to the thrift store/Goodwill - you can get CHEAP cowboy boots there. Buy a pair of boots (they usually have cute red or white ones). Weight down with some rocks in toes - then fill the top of the boots with silk flowers (use sunflowers, bluebonnets, Indian paintbrushes or daisies) and then use a bandana or a piece of rope for the bow. (if you want - you could tie a balloon through the loops at the top of the boots) Use as centerpieces. Next - I would buy bandanas for each child coming to the party as a party favor - give them out at the first of the party for everyone to wear along with cowboy hats.
Next - You can take a paper grocery sack, cut it up the middle and at the top, turn it inside out, shape around the top and bottom and cut armholes - and then cut fringe at the bottom - for a cute western vest - you could make one of these for each child coming to the party, and then as an activity let them decorate their vest with markers and sequins.
For activities - I would have a sharpshooting contest using either a water pistol and a candle, or a popgun with a cork and lightweight box targets. You could call it Annie Oakley contest.
I would have a skillet tossing contest (definitely traditional western cowgirl contest) - the person who tosses the skillet the furthest wins. You could also have a cowpatty toss (only make the cowpatties out of mud - just don't tell the kids) LOL.
If it is all girls at this party - they would probably love to learn a country and western line dance. There are several videos out there that teach these.
A stick horse relay race would be fun (Dollar General sells REALLY cute stick horses for $5.00 - they even whinny) - you would just need two for a relay race.
Party favors - inexpensive cowboy hat, bandanas, candy called Cow Tails, Lariets (Inexpensive clothesline rope cut into 6 foot pieces and wound in a circle).

Oakley is known for it's lens clarity (non-distortion), so to sell a product that would cause distortion wouldn't be very effective.

I don't know; serve some cocktail weenies and call them "Lil' Dogies." And have some green "Cactus Punch." Place the Hat On the Cowgirl instead of Pin the Tail On the Donkey. Maybe play some kind of roping game or stage a shootout. Rent a pony, lol.

Act it out - a silly game you'll enjoy doing - no expense. Rules: Four people are chosen for the round and three of the four are taken out of the room. The one that remains is told to mime one of the following (or one of your own ideas) in approximately 20 seconds: 1. Changing the diapers of twins 2. Bathing an elephant 3. Jumping from a large tower into a huge bowl of Jello Before they start, a second person is brought into the room and told to watch. When the first demonstration has been completed, the first person is allowed to retake their place and the third person is brought into the room. ANOTHER PARTY IDEA Have a door that opens into a bedroom - have a bucket or cardboard box over head - with cut up pieces of paper or even some spiders - set it up so that it will empty on top of him - tell him that his presents are in that room - put a piece of paper on the door that says something about do not enter this room has the present - to be opened by the birthday boy at a given time - that way everyone can watch him enter.

My daughter once went to a 5 year olds horse themed party...horse rides and all.
Cowboy hats were made for each girl out of brown paper wrap..just rolled up the edges. Then they each were given a horseshoe to decorate with feathers/jewels, etc. Our horseshoe still hangs above our family room fireplace.

Horse shoes, calf roping (get a plastic calf head at TSC), stick pony races. Cowboy hats cupcakes, or cowboy hat cake, line dancing. Contest on who can sing the Mr. Ed theme song. (ok I'm old) my little pony plates, hats, cups. Make horse shaped treats, and "horse treats" shaped like carrots, apples, etc.
You didn't say inside or out and whether or not you have horses.
