Since you said block party, I'm assuming this will be a sizeable gathering. Potluck is probably the way to go on the food. Then you could just provide drinks and cake and maybe one main dish.
A theme will definitely help dress the party up. Pick one or two colors that go well together and use them in balloons, streamers, and tablewear. If you are holding the party somewhere where it would be practical to do so, hanging white Christmas lights will help dress up the area (and for free if you have them or can borrow them). For a lot of your decorations you can go to the Dollar Tree or something similar in your area - you'd be amazed at all they've got! To help dress up your buffet table, cover some sturdy boxes or cans with paper in your theme color to vary the height of the dishes (it will help add interest to the table and give you some little nooks into which you can tuck flowers or little votive candles.)
For music, the cheapest way to go is find someone with an Ipod or access to lots of music for a home stereo. Just make sure you have a variety of tunes to appeal to everyone.

As for your additional question about the building...sometimes if you check around there are places available cheaply, much more cheaply than renting a tent. And without a tent or some kind of a backup plan, you really risk getting rained out.

Use the $200 to buy soda, chips & dips, cake and supplies. Go to your local party supply store and get your decorations and pick a theme that always makes things look expensive. But once you pick a theme buy a few things that represent the theme and find plain colors that match your theme to cut cost. For example if you buy ballon theme cups and the colors are red, blue and yellow then you can buy a red table cloth, blue plates, and additional yellow cups. Every item does not have to have your theme on it, it could just match it. Buy your cake at a grocery store don't go to an over priced bakery.
Ask your friends and family members (mom, auntie, grandma the kind of people you know would want to help you) as a b-day present to make food like chicken wings and finger sandwiches.
Charge $5 a person and ask the DJ if he is willing to be paid 75% of the profit from the party. Of course you try to get a local/start -up guy and not someone famous and commercial. If the DJ knows that he will get 75% of the profit then he will do more to promote the party to get people to come.
Take your 25% profit and party like its your birthday!

A good way is to combine the sweet sixteen party with a block party. Use the birthday as a reason to get everyone together. It's especially easy if the birthday is close to a holiday. Using this approach you can have a potluck party. Very little expense for you and usually a great variety of good food. Ask everyone to bring a favorite dish. Last time I did this there was so much food it was crazy. It ranged from all kinds of homemade dishes to pizza. Also, put on the invites BYOAB (bring your own adult beverages) Sometimes you'll get lucky and someone will bring a big containers of margaritas or something. You just need to have pop and bottled water on ice. Have your child preselect music and just play it on a portable player. the money you save can be used for fancy balloons and tableware. Make your own invitations too. At sixteen you don't have to worry about party games, just let them have their free time and you can relax. Have a garbage and one for cans and bottles too. Have fun!

where ever you decide just decorate one small area, or else you will run into purchasing a lot of decorations! find a focal point to decorate, such as a corner, a wall, a sidewalk, the ceiling. pick one, your budget can't handle much decor. food: this is where you ask your aunts and cousins to bring finger foods. i'm sorry, but, to look expensive, you are going to really have to do all the work. i had a friend make a cake, you have any that can bake and decorate a cake. that will save $$$$. to make a party look expensive stay away from plastic red/blue cups. choose clear cups, plates, forks etc. ask your folks to bring their food in a clear glass dish (it will all match) and everybody has a clear dish. have someone prepare a melon bouquet. this is scoops of watermelon or melon placed in a clear dish. place toothpicks on the side. its pretty and inexpensive. i would personally order my napkins with name and event on it. this looks good and the guest can take one home for memorabilia. have a friend play cd's for music. hope you have a good sound system, that is a must. that should get you thinking. good luck

Your best bet to spend wisely , go to you your local dollar store, especially for balloons, and party favour, ask others if they have any special recipes, that they'd like to help out with, and by pop in bulk
make sure also that when you have this block party that you get a permit for it or the cops will be sure to show up and ruin everything, just making sure that you take the right precautions, this you can ask your parents to help out with so they can get the right info for you, hope all goes well, and happy birthday.
you can also buy some chicken thighs at a good price, and cook them and chop them up, so they'll be plenty to go around, don't forget hot dogs and burgers.

For only 200 dollars, you should just go to Chuckey Cheese. For 500 dollars, you could have food and decor at a nice place to entertain.
For food, you should serve meat and cheese type of thing. Nothing to heavy.
For decor, use everything that you like and, find it in confeti. You could probably do this with 200 dollars. Just only about 20 people.

gurl all u need is some fansy balloons to make it look right then order pizza or sumthin like that n buy some chips dips n pop be your on dj by gettin mix tapes made by friends n the cheapest place to have it is at your house cuz u dont have to pay but if u dont like your neighbors have it at a friends house maybe u can have people pay a dollar or somethin to get in so u can get some of yo $M0nEy$ baq

be your own dj and buy lots of chip's dips and soda and make shure the city is ok with it...
also you could ask people in the neiborhood to help support the party with a small donation..
like an advertisement gimmic for pepsi or coke. they provide free soda as long as you let them advertize freely at your party

on the food buy 3 bags of chicken breast find a good marinade grill then cut into cubes you can serve tacos,nachos or chicken salad.Make sure you have plenty libations for every one
then get a mp3 to play all your favorite songs

How about some red,white,and blue balloons that is decorated
