Copy the cover of a real passport, then you can write anything you want inside. If you get really ambitious take headshot pictures of your guests when they arrive with a polariod camera and put them in the placecard.

How about canadian passports? Anyone can get them, even illegals and terrorists so why not get some for party novelties.
