I want to conduct a study to perform an experiment with the less number of test specimens possible using t-student statistics to validate it.

There are ASTM and ACI standards to the tests but they don't consider the case with small sample or a little number of specimens (they said 30 or more).

I hadn't been able to contact or to look into the standard references for more information 'cause all of those websites try to sell information. Where can I investigate more?

I need more sources for investigate. I need a website or email of ASTM or ACI, somewhere I find out more.
My director said this theme has been on research plentiful, so I need to know where I can find the answers I look for. Thanks.

If you have only a few samples, then you will have to do a confidence level analysis.
