could be ingrown hair, or a cyst,or cancer,cancer is silent and then hits hard, get checked out asap

There are literally dozens of possible diagnoses. Could be as harmless as scar tissue, a minor anatomical abnormality, or a benign cyst. On the other hand, you could have an undiagnosed condition, such as an active infection, possibly an STD. Most importantly, however, you need to rule out penile and/or testicular cancer, which can manifest even in young men. This type of cancer is highly treatable - IF caught in the early stages.

Go see a doctor immediately, preferably a urologist, just to be safe.

i would go to see a urologist. i know you don't want to go, but in many younger men cancer is something you need to be screened for. It could be some kind of vein issue, if that is the case you will still need to be looked at, you could have more inside that may effect your fertility eventually.

Go see a urologist. It could be something called a Peyronie's plaque or a cyst. It could lead to infertility if you do not get it checked out.
