Corn is a grain that is eaten as a vegetable at its immature stage. Through selective breeding and hybridization, people have developed varieties of corn that are used for different purposes. Some varieties are sweet (or super-sweet) and are used for eating fresh as vegetables. Other varieties are used for grain to make cornmeal, polenta, masa, corn flour, etc. Other grain varieties are used for animal feed. And still other varieties are used for baby corn, and for popcorn. All corn is starchy.

The correct answer is: somewhere in between. Both you and your friend are correct, in a way. There are no absolutes in food (for example, beans fall in both the meat and veggie groups; cheese is in both meat and dairy groups, and so on).
Like veggies, corn contains some Vitamin C, sugar, fiber and beta carotene.
Like starches, it contains, well, starch and a lot of it.

We in the USA use it like it's a veggie but it really is a Grain. It's a starch, like rice or patatoes.

if you eat it raw or cooked on the cob I would say its a starchy veggie, but if you eat it dried up and ground into flower or cormmeal, also dried for popcorn thet I would say a starch.
