I dont think it irritate him. he lays on his back for me to rub his stomach or chest and then away he kicks

I agree with JoBlo that it's a reflex reaction--"a scratch reflex" that is similar to our reflex to pull our hand back from a hot flame. If you scratch your dog's belly, sensory receptors on his skin alert the brain that there is an irritant of some sort there and he needs to scratch at it. So you see your dog's leg start kicking. This reflex is there to help keep him free from fleas, ticks and other irritants. Therefore, he's not laughing. He's trying to rid himself of a BIG BUG (or bugger, in this case). :)

It's a reflex like how your leg kicks up when you hit your just below your knee
