According to Black Forest the makers of assorted gummies, "gummi candies are a blend of corn starch, corn syrup, sugar, gelatin, color, and flavor."

They do exist! Go to this website: http://www.veganessentials.com/catalog/organic-vegan-gummi-bears.htmsite
For $2.89 a bag, you can order gummy bears that are made without gelatin (which, by the way, is not made from horse hooves, but instead, animal hides and bones) or you can probably find them at your local health store.
Happy eating!

Honey: All gummy bears are vegan since they are made of corn starch and sugar. Their gummines comes from the proper balance of water and starch, similar to that of sticky rice. Horse hooves and the like were never truly used much, even in the distant past and most definitely not today. So, eat with confidence.
That, my dear, is the long and short of it.
