Unless you had a cut on your neck you can't get aids.. and even then it would be minimum.
You can pretty much only get (maybe even go to the point of definately only get) std's when body fluid interact.. so when two or more of the following come in contact (and if one of them is infected):
Blood
Sperm
Vaginal mucus
Saliva
Depending on the combination of the above infected fluids, will depend on the risk of it being passed.. i.e. saliva with saliva is not as high risk as sperm with vaginal mucus..

I got diagnosed with herpes simplex virus (type 2) about 4 yrs ago, when I was still attending college and had a dumb one-night stand. No. You have nothing to worry about. The only way you can catch and STD is through blood contact, or bodily fluid contact. The only way that MAY have been possible was if you had an open wound where he kissed you and his saliva got into contact with your blood, but even in that case I'm not really so sure it is possible.

I f you have broken skin on your neck and he kissed you there than yuo could get aids very easy.
I woul dgo and tell him of the rumors, and get his reaction before going any futher with him..
I think rumors are usually just that but be careful.

They don't call them sexually Transmitted diseases for nothing. A kiss on the neck, or the cheek, or pretty much anywhere else is not going to give anyone a sexually transmitted disease... unless by "Kiss" you mean "bite" and he perhaps had open wounds in his mouth.

No.... Only if he had a cut in his mouth and you had a cut on your neck. Most STIs including HIV do not spread through saliva... only transfer of blood or semen or vaginal fluid, from one person to another.
