Well first of all, a diabetic doesn't have to avoid carbs. That's old school and has since been disproved. Just control the carbs and space them out over the day. 6 small meals instead of 3 big ones.
Eat beans, tofu, nuts. Avoid high fat foods and empty calories. Keep white rice, white bread etc controlled and substitute with beans and whole grains. These contain carbs but release them slowly.
And of course, the magical word...exercise.

First of all why don't you learn about vegetarianism before asking a stupid question like that.
Second...vegetarians eat a variety of all three of the food groups....being protein, carbs and vegetables. You should be eating 50% fruits and veggies a day regardless if your a vegetarian. So carbs have nothing to do with vegetarianism. You have to eat all the food groups even if your a vegatarian ..its called non animal portein sources and veggies have almost no carbs but she should still be eating whole wheat carbs.
