You need something without high carbs. Oats would not be advisable. Neither would be grahm crackers, peanut butter and especially not alcohol since it causes your liver to release high amounts of glycogen (a form of sugar). What ever you decide to do you should remain in your prescribed daily ADA diet exchanges for total daily carb intake.
It would be more helpful if you listed current medications being taken and what specificaly has to be taken at bedtime for me to answer this for you. If that is not possible then it might be advisable to re-portion dinner so that part of it can be used for that bedtime dose. Obviously if you are on insulin, there may need to be adjustments as well. I will not state specificly to do but some ideas you may wish to discuss with your physician.
Remember... this is internet advice... I do not know you, your habits, or your medical profile in my hands so whatever is offered as a suggestion you will still need to consult with your doctor.

Q1: White, nonprocessed cheese.
Q2: There aren't any foods that will, except for maybe alchohol, but that isn't exactly the best bedtime snack... The only other thing that will lower your glucose level is insulin.

You're looking for protein.
A small glass of milk [ 4 oz ] should do the trick.
Or a spoonful of pb .
I like to have a small dish of cereal and milk.My sugars are in great control and I can handle the carbs right now.

Eat some yougurt or a small bowl of raisin bran. You can have a string cheese or crackers with peanut butter.

protien. i eat a few slices of salami...then go brush my teeth. or a spoonful or two of peanut butter. if i eat carbs right before bed, i am sky high when i wake up. protien.

just try some crackers. fruits not only bad for your teeth before bed but makes it harder to get to sleep
