Yes,to some extent cold will decrease your blood sugar level.
This is because the human body has to increase het production as it loses heat to the cooler surroundings.

However, this does not mean that it cures diabetes. An high blood sugar level is simply an condition.the cause for this is non-functional beta cells of pancreatic islands. So the cause od diabetes is beta cell failure, and NOT high blood sugar. So cold climate won't preveny diabetes.

Instead in some people,It may promote the development of diabetes. This is because more heat is to be produced in cold temperature. For this the cell needs to process more amount of sugar.Because of this the demand for insulin-the hormone secreted by beta cells will increase. To fulfil the demand, the beta cells will have to work more and their lifespan will be reduced. So beta cells can die early and this may cause diabetes.

Although you were not correct,I would definitely say that I like the way you thought.Continue this process of thinking and some day you will definitely discover something magnificent.Best wishes!

Hot water. I don't think it really has much to do with just the temperature being higher. I think it is because the water molecules are moving much faster.

i would assume that it has to do with the fact that in colder climates you would shiver more thus using up some of your glucose
