The only way to ensure that the HIV virus isn't transmitted is to use a condom for any type of sex. Although it's extreme, even a hand job could transmit the virus if semen comes into contact with any kind of open sore (ragged cuticle on the nail, etc.) Be safe, wrap it up!

There is a higher risk for the giver than the recipient,If there are lesions in the mouth caused by gingivitis. You should wear a condom to protect both you and your partner if your are a male. If you are a female doing it on another female, there are plastic Shields that you could wear in your mouth to protect yourself and your partner. Oral sex can be a risky behavior. You can also catch herpes from doing it. The safest way is to know each other's hiv and herpes status. Good luck.
