Keep it in a dog run or fenced yard.

Since a 7 foot wall doesn't keep him in, you need to build a fully enclosed dog run, with a top (They sell great panels you can put together at Home Depot). If he's getting out and chasing cars, he's going to end up dead!

A controlled training session. Controlled being the important word here! Have someone go by in the car, you hold the leash so he doesn't actually get over the fence. When he jumps on the fence, pull back & correct him. Repitition. You could have the person in the car squirt him with a water gun or blast a bull horn. Repitition. Firm, consistant Repitition.

Whoa have you gotten a lot of bad answers! Well, for starters you will want to get a 'choke chain". Now this does not choke the dog it's just a quick squeez and then a release. Tie the dog to a stake in the front yard where he can see the cars. Put on the choke chain and attatch the chain. When he sees the car and starts to run it will give a sharp yank. He will come to learn that he gets "punished" when he tries to chase. keep him on the chain for as long as you need to. It will not hurt him it will just be uncomfortable when he is bad.
(a lot of people think that this is bad, but if your dog is smart enough to recognize a car and commands he is definatly smart enough to realise that Chasing cars= consequence. Would you choke yourself? Of course not.
you'd stop. Dogs aren't these little dummies that need to be taken care of. They are intellingent creatures. They should be treated as such. )
And the stick idea is bad. He could rip the skin off his knee. You don't want to injure the dog! You just want to teach him that bad behavior is unacceptable!

Build the wall higher, or put fencing round the top of the wall, to a height of at least 10 feet.

I don't know, but definitely a choke chain is a BAD idea. A normal dog who just pulls a little will feel the strain and come back, a dog like yours (and mine) must never be tied with a choke chain, because they won't stop, they simply choke!

This is an easy one to solve.

First, make sure your dog has a sturdy collar on, not a choke chain. Take a piece of chain and a broom stick cut to your dogs size. Make sure this dowel overhangs the front of him on both sides by 2-3 inches. Attach this dowel to the chain and fasten to his collar so it hits just above the knee joint of his front legs. Every time he attempts to jump or run this dowel will hit his front legs and I can guarantee you this will stop him. You will have to leave this on for a couple of months until he learns he can't jump anymore.
