They can, depending on some situations they can't figure out everything though. It just depends how smart the guy is because some guys can be so clueless.
Women on the other hand they observe there surrounding more, like the little things that men can't sometimes detect. Thats why men can't even ditect when a girl likes them because they don't observe like women do. Im not saying all women are like this, but from my prespective women just to get it more then men.

NO! I'm a woman and I don't even understand me. We are too complicated and multi-layered for the typical male psyche to handle, that's all there is to it. Ever read 'Women are from Venus, Men are from Mars?'---there's a lot of truth to that!
Poor things.

I think the more important question is can YOU communicate more effectively. :-) The way you ask this question is a prime example. Why trying to understand is both illogical and impossible. You ask a completely vague and abstract question with NO background info to help put it in context. Then get upset at the failed attempts guys make to try an understand you.
If you really want to be understood ARTICULATE what you want. Otherwise you are just wasting people's time.

We try, but it is a difficult task. Too many stereotypes get in the way and make it impossible to truly understand a gender as a whole. You have to take it on a case by case basis.

Only if the woman in question understands herself. Too often women turn to men for understanding, when they don't want to do the work of coming to their own understanding. If the man loves you and treats you well and forgives you for what he doesn't understand, that is a great man. Do you understand?

yes . if i were to elaborate on the question , would women understand what i was saying ?
therein lies the answer -- if people looked , listened and learnt , then there wouldn't be a communication breakdown between the sexes . good luck .

People can never truely understand eachother. Much less mean and women. We all have secrets, lies, etc. for the face we put on for others.

they may come off as if they do, but it'll never happen, I'd give anything for just one day, for men to experience all the discomforts that women have to deal with, I'd bet my life that theres not a single man who can go through what we go through and what we have to go through for our entire lives
