It does depend on which departmental ombudsman you would like to contact.
If the financial industry, simply walk in to your high street bank and ask for their complaints leaflet and it should be on there.
Every legal entity in this country has to have a complaints procedure to which they must adhere to and if they dont then you have the right to go to the ombudsman for that particular industry.
The best way to locate the ombudsman google it for the industry that it is required.

Usually if you look on the Bank site they are required to provide you with the information needed to contact them ... I know in Canada the TD/Canadatrust banks have a contact page on the website ...
