yes, congential anomalies occur in the womb while developmental anomalies occur outside the womb.

hi,
congenital anomalies are malformations caused to the fetus (embryo) is his /her mother's uterus and the fetus is born and suffering from it , it could be fetal or the fetus can grow up with the anomalies .
developmental anomalies occur after the fetus is born normal .
and these anomalies could be treated as they are not congenital
and don't depend upon D.N.A also.
