In most cases, it's home country is the one it is born in, ie; a Mexican national has a child in the US, the child has US citizenship. At least that is what I always learned, but in answer to your question, at least on a US and UK passport a child can travel on the Mother's passport until 5 years of age (last time I looked into it anyway).
Check with your local government or do a Google search for the particular country's passport you are wondering about to verify.
