Actual pimples, shaving bumps, or ingrown hairs? They all look very similar, but they have different causes. Shaving bumps usually appear within 12 to 24 hours, pimples in a day or two, and ingrowns when the hair starts to grow back.
If it's bumps, use a good body oil before your shaving cream. If it's ingrown hairs, daily gentle exfoliating with a washcloth will usually prevent them. If it's acne, benzoyl peroxide, (OXY) pads are the way to go.

Change the shaving cream you are using and make sure that you wash your face thoroughly after shaving. You should also consider using only soap to shave with. I do. Cheap shave cream is probably your problem.

Try a medicated soap wash after but this can dry the skin causing more problems,I would see my doctor to see what they can do,I had a similar problem which was eradicated after I used a cream from my doctor.
