Sometimes it depends on the offence you are being arrested for. If it is shoplifting, the police will check your clothing, bags at the store. If you are being put into a jail cell, all your clothes will be checked thoroughly (you may be asked to remove the pants). You will not be allowed shoes in the jail cell (because of laces). I always check inside shoes and inside socks, and I check the shoes themselves (hidden compartments).

I'm not sure what you're asking. If the person is under arrest, or if the officer has a search warrant signed by a judge, the officer can search anywhere on your body, up to and including a strip search. Obviously, a strip search would not be conducted in a shopping mall. However, a police station/jail intake area has been ruled by the courts as an acceptable location for strip searches.

Strip/ cavity searching is only conducted with a warrant (in the U.S.) or upon entry into a prison facility.

I would first ask that I be allowed to search the searcher, just in case they seem TOO bent on finding something.
I would assume you are asking about a search before being placed under arrest.
