Birds can't stick their tongues out and pant like dogs can. And they don't sweat like people do. They open their mouths to expose the tongue and pant. This is their way of cooling themselves down.

Birds breathe with their mouths open because they are hot or stressed, for the same reason dogs do.
They expose the tongue to the air to cool themselves. The tongue has a large blood supply that can act like a radiator to cool them down. Try it yourself, and you understand better.
They don't perspire like we humans do.
