More specifically, when you're sitting at a stoplight going north and the southbound traffic is turning (with neither side having a green arrow) do the people traveling straight have to wait or do the turners yield right of way?

Straight traffic usually has the right of way. However, they must yield to traffic already in the intersection.

Well if you're sitting at a traffic signal and it's red, you have to stop. When it's green you can proceed if it's safe to do so. If you want to turn left, you have to wait for oncoming traffic to clear. Motorists going straight have the right of way.
