Those in actual duty have the priority in the promotion rather than those in the reserve force. It is because of peformance and service.

Active duty always promotes faster because it's active duty. You're working all the time. Except in times of war (lately), the reserves are like a hobby. Active duty soldiers, sailors, and marines are always better trained, more specialized, and better suited to the conditions of a war time enviornment. So of course they will be given more positions of responsibility, because they're better at their jobs.

any branch is like that. In the reserves you need to wait until the rank is available. In active duty or as an officer you just need to put in your time (time in service) and complete the appropriate training needed

the navy is like that also, active duty does get faster promotions because you are there full time while the reserves who did their weekend are going back to civilian jobs

You get paid more when you have learned more, when you are a more valuable asset. When you are active duty and stationed somewhere, you are learning, and being usefull.
War is not a game where you can earn points.
Your not going to get promoted just sitting on your thumbs.

I think it is bunk. After Vietnam, my uncle went into the National Guard. He retired a Brigadier General a few years ago.
