It takes a lot more than mood swings to be diagnosed with bipolar disorder.
In bipolar, when you are in an extreme high, your speech if faster and jumbled, you have a higher sex drive, you do impulsive things u normally wouldn't, experience euphoria, and require less sleep.
In a depression from bipolar, you feel tired and may sleep excessively, you feel hopeless, your body can hurt and you don't enjoy normal activities.
For more information about the symptoms of bipolar disorder, you can go to the website wikipedia.com and see how many of the symptoms u have.
Another thing is that at some point or another, people experience highs and lows that are just stress related.

If you are having extreme lows and highs I think the main question to be asking yourself is: are they triggered by actual happenings?
Someone can have extreme highs and lows in a short period of time and still be bipolar, they're just rapid cycling. But if someone is bipolar their moods aren't usually set off my something that has happened to them externally, it just happens by itself (although in some cases it can set of an episode).
In borderline pesonality disorder, they are reacting to things that happen around them and to them. something that they experience sets off a huge emotional over reaction that changes their entire mood even if a normal person wouldn't react that way.
Of course the differences are much more complex but since you only said mood swings, I don't know if you're experiencing any other symptoms that would point one way or the other. You could just be over-sensitive because of stress or something or just happen to be a really emotional person. There are quizes you can take online with a simple internet search but beware that many of the symptoms listed under mental illnesses could be experienced by just about everbody at some point, it's just the severity and the specific nature of the behavior that makes them stand apart from regular people's behaviour. Even psycologists can take a long time to diagnos a person; they even get it wrong sometimes so there's no way that anyone here could really answer your question.
A mental illness causes actual problems in day-to-day functioning. If your moods are causing you problems at work or at school or with money or with other people around you than you should talk to a professional about it because even if it's not a mental illness you could still have some emotional issues that should be worked out. I suggest that before you go any further, you do a little google search on bipolar and borderline and look into it a bit more.

It could be bipolar, but it could also be borderline personality disorder. The latter presents as extreme emotional swings such as anger, frustration, sensivity, happiness, crying, and a bunch of other things.

Bipolar usually only has two emotional states: depression and mania.

There are other differences I'm sure, but you're better off seeing a therapist than relying on any answers in an internet forum like this one.

Start out by asking yourself this question. /// Am i doing something that i should not do OR am not doing something that i should do. [ Of course relate this two part question to your general health] If you cant find an answer, There are medications that will correct problems of this nature. I know, since that i have been there. Best of luck and merry xmas.

you should be more specific, i was diagnosed clinically bipolar, and this is too brief of a description. i mean i was a raging maniac, screaming at people then laughing and crying and cutting and up down up down up down up down...more downs than ups, and the downs were terrible, stay in bed, turn out the lights, bawl my eyes out cry cry cry till i was asleep. and wake up and do it again. it's really tough.
