do i have to put frosting on top of it or can i just sprinkle it on top of the cookie or brownie.( i dont want it to be TOO sweet, especially when the snacks itself is already sweet, adding the frosting will make it more sweet indeed)

This has to depend on what kind of cookie your baking, not all of them are real sweet. Shortbread cookies are kind of bland so I ice them. If your trying to stay away from cookies and brownies being too sweet, then I would just do the sprinkles. My aunt used to glaze cookies for her that was a really thin layer of icing. You could see it but hardly taste it.

Sprinkles are added after the cookies have been baked and they won't stick to the cookie/brownie if you don't use icing/frosting. Add your flavouring (chocolate/cocoa, coffee, dried fruit, ginger or mixed spice etc) to the cookies and forget the sprinkles!
