Until you say if you mean to get to the tootsie roll or to actually get all of the tootsie pop off of the tootsie roll I can't help you.

I think it depends on the person. For me it took 306 licks.If the person is constantly sucking on it then they will probably get to the Tootsie a lot sooner. Not that I dont have a life or any thing, I was just curious.
