It depends on the individual...
So may be irritated if you bother their ear, just like others can't stand to be touch under the neck or on the bottom of the feet.
Never think everyone likes the same type of sensation. So experiment with your partner and if they tell you they don't like it, then respect their choice rather than telling them they should like it.
It's all about the touch that gives off certain pleasures. Some like it rough while others like it soft and gentle. Talk with your partner and have fun.
After all the ear was created for hearing and listening (there is a difference)

Nope, everyone is different in terms of what parts of their bodies cause arousal and such. For example, some girls have very sensitive breasts and get pleasure from them while others could care less if they get fondled. The same goes for ears, the only way to know is to try it out on your special someone or have them do it to you. You'll know if it has any effect on your arrousal level :)

Sensual, maybe... but sexual... no.
It depends solely on the individual. The earlobes are considered to be erogenous zones for many people. So it's more likely than not to be a safe part to consider with any given partner.
But you asked if "all" get aroused. I think I can safely also tell you "no" on that, cuz there's no absolute there.

The ear is a very good tool in foreplay. Licked, kissed, and nibbled, it can provide alot of stimulation. Plus, whispering the simplest things in one's ear can turn them on. You can even say things like: "I like butter!" hehe
