The best i found until now is the FastStone Image Viewer- what do you use?

Hi!

I use ACD See and Irfan View :) Irfan View can view :) many types of images, and, with some plugins you can also view multimedia flies (Flash, AVI), etc.
And, it's free.

I've tried most of them and strongly prefer ACDSee version 5. After version 5 it started getting bloated and slow, but if you get your hands on an older copy you'll be happy.

That totally depends on what filetype the image is!

For editing, The Gimp. For just viewing, Irfanview.

To install The Gimp on Windows:
