why bush & blair alone at man with common sense would know that there would be a civil war not only in Iraq but in any place where a stong ruler / dictator is displaced all the second rung leaders would fight for the prime post resulting in a civil war. But one need not worry about this history will repeat itself and one of them would emerge strong and then once again peace will rule the country.

A power vacuum was inevitable. They just tried to do the transition on the cheap and got burned a bit. One might think that a Shia PM could restrain the Shia groups a bit better, but that sect have always been difficult for us in the west to figure.

1000 deaths in one month is for definition a civil war..

no,I don't think they knew,I don't think they expected this...they tought that it is going to be pretty simple to control Iraq.They tought they are going to be seen as heroes there for liberating the Iraqis from Saddam...So no one will mind if the troops are going to stay a little longer...
Iraqis are not ready for a democracy...and ,good or bad,Saddam could control them and he would have never allowed a civil war...
