The best way to learn FAST is to have someone to speak with in that language, so you can practice a lot.
The best tools to start with:
Baby books
Pictionaries (Picture Dictionaries)
Language tape or CD
A BIG dictionary
As you slowly build your vocabulary, you move on to children's books, then on to more mature reading.
When you watch movies in that language - turn OFF the subtitles. It's hard at first, but it gets easier after you get used to it.
