Depends on what he is reclassing into. Certain phases of mos retraining ALLOW dependents ie. 89D when training becomes lengthy. The Army knows family is important to a soldier, and a happy soldier is a productive soldier.

Nobody will tell you that you "can't" go; however, you need to be aware of a couple of things.
Since you said that he is only going for 4-6 months, and that he is re-classing, that tells me he will be in school. If you go, he will not have time for you. He will most likely be locked down and attending the course. There will not be much, if any, free time. He may have some time on the weekends, but...
Once he graduates, he will return to his last duty assignment for either a PSC move, or to be assigned to a unit in the area. If you have packed up and headed for TX, then there will be no place to return to. What will you do with your household? Can you afford to pay rent in two places?
My advise, stay where you are until he graduates. He will find out about a month before graduation where he will be stationed, and you can start packing the house up, if necessary.

Sounds like your spouse is going to Tech School for his new classification ... and the answer is that you will NOT be able to live there on post at that time -- it is considered a temporary assignment (TDY) -- any travel or visitation while your spouse is at the Tech School is at your expense. AFTER he graduates from Tech School, he will receive his PCS Orders, and then they will identify the follow-on posting (where you will be able to meet and be with him at that next PCS duty Station, unless the orders state "NON-Command Sponsored" (then you won't be going on these assignments - usually overseas) ).

Depends. If you have school going children you will be compelled to stay back.
Otherwise it is your personal decision to accompany him, make arrangements to stay at your own and meet each other on weekends.
Moves involving less than 12 months do not warrant relocation of your base.
Convince your hubby to visit you on a couple of weekends during this temporary relocation.

I'm afraid you'll either have to wait... or foot the bill yourself.
Policy is anything over/under 1 year.
There are RARE exceptions made but the orders have to be "PCS" (permanent change of station).

depending on his rank if hes a E7 or above , i may be wrong then you can go with him.
being that hes re classing have you all found out where his next duty assignment is? if you know where you all will be stationed next then you can go there.
