I think the confusion is coming in that there are different bull terrier breeds.
Staffodshire Bull Terrier -
(much like the pitbull, but AKC ackowledged)

The Bull Terrier refering to the Spud's type dog is not illegal, but the Pitbull Terrier and even Staffordshire Terrier is often illegal in many states.

Try looking at the bull terrier club of america. They should have a section on BSL.

I know they are legal in Oregon, I don't know why they would be illegal anywhere else
