I'll be typing along, and then it just stops. It takes about 10 or 15 seconds before my typing will show up. It happens in any program whatsoever where you type.
I think this started either after an automatic Windows update, or maybe it started after I enabled Hindi and Hebrew fonts on my computer. I'm not sure.

You must have some kind of programs running in background that cause this. You can try disable the running apps by typing "msconfig" in the run box. On the startup tab,remove the checkmark on all apps, and try typing again. If it seem to work ok, you know that one of the apps is causing this. Next enable the app, one by one, each time try to type the same thing to find out which program that cause the slow down.

Something is taking up all your resources while your typing.
