But that's not what you asked. You asked if it COULD be built. The answer is yes, it can. It COULD be built back when it was proposed, and current technology has gotten BETTER. The details are sketchy, of course, but that's not a huge problem.

Launch mechanism will be interesting. I think some proposed some sort of rocket sled on a special track, but that track will be a couple kilometers long. Maybe have the track double as ultra-speed railline like the TGV in Europe during non-launch times? :)

It already has been. Testor had a model until the gov told them it didn't exist. They did however decommission the blackbird.
