Well it wouldnt be a very pleasant cruise ship. It would have no windows and be very utilitarian and small. Then with all the tacky american tourists...AHHHH....oh so to answer your question, no

Depends on the layout of the ship - if you could see "outside" then yeah, but if it was enclosed... no.
