I believe it is because restaurant owners are too cheap to buy the toilet pucks. :)

In reality it is because most people who use the urinals dont flush. As the ice melts there is a constant flow going down the drain. It wont help with the smell as it will create steam (smelly steam). Also as noted already, you have the chance of splash back. Im 6'6" and splash back is my enemy so I just use the toilets. Urinals are designed for average people not fat or tall.

I think the ice is left over from the ice bucket from the previous occupant and the housekeeper dumps it in the toilet- it would take too long to melt in the sink or tub- and the toilet works great=D

The ice helps to remove stains.

It also provides more edges for a splash-back on your pants which restaurant people love to see...

Oh, the the odor problem? It's because people don't flush!

Because cold pee does not smell as much as warm pee.... besides, it forces the hotel workers to to keep the urinals clean (and refilled).
