How can this verse be used when ministering to a homeless person?

You need to look at Jesus Christ to understand them words. Many people do not have Jesus and are looking for help only because they are in need. If they were rich and had all of their needs met they would not be looking to you at all, in fact they would not listen to you and are only listening because they hope to maybe get something from you.
Jesus was the smartest man alive and yet did nothing to promote himself with money and power but always stayed poor so he would depend on God insted of himself. Many times homeless people choose to be homeless, and prefer to be homeless, my brother was one of these people. He was living at my house and had a room but prefered sleeping outside in the back yard. He paid me no rent even though he agreed he would for many months and he did have income ( social security checks coming every month). He believes in Jehovah as God, he thought of himself as a Jehovah Witness but does not see a relationship between his behavior and how he is treated. I helped him as long as I could to get him out of my mothers house. But some times a man must find the bottom for himself before he can wake up. There are many stories in the Bible of people in this condition;
27And when he went forth to land, there met him out of the city a certain man, which had devils long time, and ware no clothes, neither abode in any house, but in the tombs.
28When he saw Jesus, he cried out, and fell down before him, and with a loud voice said, What have I to do with thee, Jesus, thou Son of God most high? I beseech thee, torment me not.
29(For he had commanded the unclean spirit to come out of the man. For oftentimes it had caught him: and he was kept bound with chains and in fetters; and he brake the bands, and was driven of the devil into the wilderness.)
Luke 8:30 And Jesus asked him, saying, What is thy name? And he said, Legion: because many devils were entered into him.
Notice the man was very strong, naked, and prefered living outside in a grave yard. God uses circumstances to make a person willing to listen more than we know. And the Devil loves to punish us so it all works for our Good in the End; Romans 8:28 And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
The best thing you can do is tell him the Bible words and let God do the work rather than expect anything from a homeless man. But do not give him money, give him food or clothes if you want to do more than just words. God maybe sending you do the Help and you can remind him of that. But here is a better promise for all mankind; Romans 8:39 Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord. 1 Corinthians 2:9 But as it is written, Eye hath not seen, nor ear heard, neither have entered into the heart of man, the things which God hath prepared for them that love him.2 Timothy 1:7 For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.1 John 3:17 But whoso hath this world's good, and seeth his brother have need, and shutteth up his bowels of compassion from him, how dwelleth the love of God in him?

According to His riches and glory is really the Will of God. Possibly while your ministering to a homeless person you could offer to them how to get help through a local homeless shelter.

Ask them what has brought them to live in the streets? bring local information with you to help guide them.

The verse is true, "the Bible says." However, you dont know what steps that person took in life ot become homeless. God does supply your needs; if you waste them and continually move in a direction opposite of God, he is still in the business of supplying the needs of humans Believers and non, but are you capable of receiving.

He has supplied all your needs... man has made it more complex. You have the abilities and supplies within nature to make a home. You have water to drink, you have meat, fruit, and vegetables to eat, and the knowledge to create fire. You need no more than this but we have made it into something that was un-needed with all of these new aged ways. Explain this to the homeless person that things have been made by man more complex than God ever intended, don't turn your back on God when you need him the most. It's a crazy world but there's always at least ONE thing to look foreward to and that's heaven where this man will have everything he needs.

The bible is liable to say almost anything but the plain truth says what is needed.
The needs of the homeless are not in the bible but the bill itself.
Cure the greed of an unfeeling and guilty Christian country and the homeless will begin to receive the charity , care and concern that they really need . Man cannot live on starvation and well wishing alone.

I'm not a religious person....Atheist actually but if you wanna give a homeless person somethign spiritual for Christmas tell 'em "God helps those who help themselves"

Seeing as probably 90% of all homeless people don't need to be homeless if they'd just get up and go to the local housing development, welfare, and most importantly....anywhere hiring.

You can minister this verse using the Qur'an. In the Qur'an everthing belongs to God (or Allah) and God has given everything to man, it is now man's responsibility as Zakat to do charity.

if everyone in the world followed the Qur'an as in Zakat, homelessness would not exist.

Can the homeless person survive? Is he alive? Riches do not neccessarily mean physical gain. It means survival and spiritual gain.

by sharing a lunch or warm drink with him or her and spending some time and listening and being there for them
