It depends. Proper spells are about changing the caster in a way to help them bring about what they want in their life, like a change in attitude or perception. As Granny Weatherwax would put it, it's 'headology'. Or meditation.
So someone casting spells for you might be on the level if they involve you in it, like leading you through a meditation... or like therapy. But if they just take your money, chant over some obscure-looking objects, and walk away, they've handed you a load of hookum.
Magic comes from within, and affects the caster. It's about power over your own self. The rest is hooey.

Depends on the Witch and depends on his/her intentions, really. I do money spells in the form of going out and filling out job applications. Then I pray over each one and bless it before turning it in to the employer. It always works.
Edit: Sorry, hon, I thought you meant a Witch will cast a money spell, like a spell to make the person attract money. No, a real Witch should NEVER charge money to cast a spell on someone. If the person wants to give a donation, that's fine but there should never be a charge.

As far as the question of "why wouldn't they charge for it - they have bills too"... it's hard to explain. I would be very reluctant to do spellwork for money, because spellwork to me is so deeply intimate that it would be like whoring yourself out. Yeah, you have bills to pay, but there are some things that you simply won't do.
My $0.02 on it, and I know not everyone feels that way.

Well, it depends on how much belief you put into their work. If you believe it will help, then it will help little by little. If you don't, then the spell will be disturbed and nothing will happen.
