The good thing for travel in Southeast Asia is you can travel so many countries in couple weeks and in the same time, it will cost you not much. For southeast Asia, different countries is mean different cultures and language even their countries are so closed.
How's about the safest? I don't think southeast Asia is dangerous. It depends on you that how you plan and play safe. if you go to the country that most of people will say very safest in this world, I am sure that there is still have something dangerous in that country. Think about it!!!
Little tip for little cheap to travel in southeast Asia is you should start from Thailand because it's the center of southeast Asia. You spend time there couple days and go to Laos, head south to Cambodia and then Vietnam. Come back to Thailand, take the rest, then go to Burma and China.

It would be good to visit the countries in the order you typed in your question.
From Ho Chi Minh City (South of Vietnam), you can get a bus to Phnom Penh (Cambodia). My friends and I travelled this way. You can get the bus ticket from your hostel or a travel agency.
There are buses available to Laos as well from Siem Reap or Phnom Penh. Safety should not be a problem, there are so many tourists taking the route that you want to take.
You could take the plane too. It would be faster but more costly.

Lets admit that it is really dangerous to go anywhere now, you'll never know where the accident occur, its your responsibility now for your own safeguard (hope you get my point:-) )..I would suggest Philippines, there are many beautiful places here where you can visit like Boracay, Baguio, etc.. Aside from that expenses are cheap and affordable.
