Or do local governments decide who will insure their vehicles? What about federal government/United States Postal Service vehicles?

The Federal government "self" insures. Claims are processed under the Federal Tort Claims Act.

Vehicles owned by state or local governmental entities may either be self insured or be covered by traditional auto insurance or be covered under a blanket liability policy. It varies with each entity.

The premiums for fleets of that size would be monstrous. It is definitely cheaper for government fleet vehicle to be self-insured. They pay state and provincial registration fees, though, unless they have federal plates.

Gov vehicles are insured by ;US tax payer screwed again...it's a large company which also carries home disaster insurance. I guess it's a good company because it pays for all kinds of perks including but not limited to fully paid vacations for all it's top employees.
