what would you say to someone in a library to see if they could be a potential friend and what are good lines to say to people at random places to see if they want to hang out sometime?

Start out by noticing what they are reading and ask questions about the subject then or find some way to get them to elaborate on the book then ask to have a coffee and discuss the extra's that come from the conversation. Always make sure you have that person talk about themselves with you using the info that indicates that you truly are interested and are listening.

no matter where you approach a potential friend/date....always be yourself. people will appreciate it more, honesty always pays and pays handsomely.
lets face it some of us are more out going or aggressive than others. but if you see something you want, get after it, before its gone. things dont just come to you in life, you have to go get what you want. trust me on this one
