No, they will not give you a passport. You need to see an immigration specialist, if not a lawyer

Hire youreself a darned good US immigration attorney. I am about to have my adjustment of status interview in a couple weeks and I can tell you that this will not look good for you, staying in the country illegally past the expiration of your visa. You will not be able to get a US passport until you are a US citizen and that process can take time.
The total time it can take to process an immigration case can be anywhere from months to years...in my case, it is just months. I came to the US from Canada in May 2006 and filed my change of status papers (with help of a US immigration lawyer) before my time here expired so there is no worry. When my husband and I initially filed our paperwork, we were told it could take 8 months to a year for approval of the Petition for Immigrant Relative (can't remember the form number for that) and then we were also told that once that was approved it could take another 6 to 8 months before the process may be completed and that I could live and work in the US...total time of approximately 16 to 24 months.
If anything, I would say go back to Russia and see about your fiance filing paperwork on your behalf because if they catch you here and they find out you are here illegally and they find that you knew you were here illegally, they can bar you from entering the country for up to 10 years and that does not look any better when it comes to the end of the US immigration process...in fact, it becomes a huge thorn in your side when that interview comes, a fact that they can use to actually deny your case because you knew that you were in the US illegally.
What you can do is have your fiance file the paperwork for a fiance visa which can get you here to have the wedding but upon receiving that visa I believe you only have 90 days in which to get married...however, check the USCIS website for further information. Also do an internet search to find yourself a reputable attorney to handle your case.
Hiring an immigration attorney may be expensive but it is the best way to go...all the paperwork is filed correctly and usually without incident but I will warn you that USCIS will try to pick apart your application...that happened to us but because we hired an attorney there was no incident there either.
I put a couple of websites into the source part of this reply so that you can look at stuff and figure out what you need to do. I hope this helps and that you get to be married and be with the one you love soon.

You must go to a Russian Embassy or Consulate. They will do an interview to make sure your a Russian Citizen and they can issue you a new passport. Don't worry about your Visa having expired. You'll be OK. It's not even counted as illegal presence until 180 have passed since you 3 month stay was over.
There's a Russian consulate in
New York
Washington D.C.
Seattle, Washington
San Francisco
Houston
go to http://www.russianembassy.org/
and click on ÐонÑÑлÑÑкие окÑÑга
Thank you.

Most of the foreign embassies are happy that their citizens are here, earning the dollars and sending it back home. Your embassy, if like most others, do not care what your legal status is in the US. As long as you can prove that you are Russian, they probably will be giving you a passport.
Call your Embassy in Washington DC. (202) 298-5700.
