Civilly yes; criminally no. It was not a public (Tax payer conveyance) so the cops will not come after you. The guy might take you to small claims court if the damage is higher than than the filing fee. Not likely.

Yes your insurance will cover all dings and scratches. good luck. RE: Will comprehensive car insurance cover multiple parking lot dents and dings, i.e. other car doors hitting mine? I have multiple dents and scratches in my car (both sides) from car doors opening into my vehicle in parking lot areas. The dents are clearly not caused by any fault on my part. Will comprehensive insurance usually cover this, and if so, as one claim? I am insured with USAA in Florida.

Yes, you have caused damage to someone else's private property, and you are obliged by law, and your insurance to report and own up to damaging their car. To do otherwise is dishonest, and you will be starting a downward trend in your path that will lead only to further heartache and upset. Always own up to your mistakes and take responsibility for your actions. There is no other way, period. And to those who would suggest otherwise, may the fleas of a thousand camels infest the hairs of your private areas!!!!!

Why would you think you wouldn't be? I park carefully, and if some loon pulls too close and dings me, do I not deserve to have him fix the damage?

Yes, in fact a witness can turn you in for a ding and run if they catch a glimpse of your license plate.

yes, you did it. its usually just best to try to find the person or leave a note cause they dont seem to be as upset when you do that and they just say to forget about it. if you just run and it was caught on security cameras the person you hit can take your licence plate number and the footage to the local police and file against you. I did it once at a grocery store (I was the one hit)

You are liable for any damage that you do. It doesn't matter who's parking lot it was.
