It will trigger at the x-ray so you will be asked to explain what it is. Take the batteries out before packing because it is even more embarrassing if it starts up while going through security or being loaded into the aircraft. Have batteries available to prove it is what you say it is.

Checked luggage with batteries removed, ok.
Carry-on luggage - not a good idea.
It is important to remove the batteries because if it gets jostled and turns on, your vibrating luggage will be pulled and you with it until the item can be identified.

I once saw a security pretend to not know what is that and ask the owner a Japanese lady again and again to explain what is that and what does it do. And of course putting in the battery to show him how it works.
