A pry bar for lifting the strip up. after removal an angled pliers works well for pulling out remaining tacks nails etc. generally they are headless so a claw hammer doesn't work. Good Luck

You should be able to scrape it off with a sharp straight edge or a putty knife, but the floor finish will come up with it no matter what you do. If you're planning on re-carpeting, just leave it be. If not, you may want to have the wood floor sanded, restained if you don't like the natural color, and shellacked.

Just a flat pry-bar it is not very hard or time comsuming.
