BluRay is a new DVD format that is recorded in 1080p full high definition video. The technology holds up to 25GB for single layer and 50GB for dual layer.
A regular DVD format is recorded in 480p standard definition video. The technology holds up to 4.7GB for single layer and 9.4GB for dual layer.
What does this all mean? It's analogous to when VHS were phased out by DVD's. BluRay has better colors, image quality and sharper picture.
Side Note: BluRay DVD's will not work on a standard DVD player. You need a special BluRay DVD player which costs between $800-$1000. It just came out this year, so the prices will fall over the next year.

It is a new format of disc. Just like DVD. To my understaing the HD DVD has a higher picture quality, so if youre into movies, go with the HD DVD. I have little information on the capacity of these discs though. All I know is that single layer blu-ray discs hold up to 25GB of data.

Also to add to the answers above...
You will need a high definition television to take advantage of a high def DVD...preferable a latest generation set capable of displaying a full native 1080P signal.

Sony's new High Def DVD format. They hold like 40gigs of data. A regular dvd holds about 4.
