I've heard conflicting stories, and I dont know what to believe, with regards to girls having their feet touched or otherwse mouthed, either before sex or during, or just as foreplay.
This is assuming the feet are clean and not infected or otherwise grotesque...(because that would be gross if they were!)
Some girls absolutely love it, but some absolutely hate it. What is the deciding factor between the two? Who does and who does not, and why?

The way to find out is when you get to a certain mood where both of you can engage into some massage action (preferrably with a light-scented oil). Start with the neck, the face area, down the back, skip the obvious parts first, then start at the thighs and work your way down to the calves. Then start rubbing her feet. Don't tickle 'em. You may ruin the moment. Just massage 'em then if she moans start kissing the top of her foot or the underside of it, maybe start small nibbles and licks. If she doesn't object, slowly "mouth". You can use your imagination on what to do next. I think they like it because there are a lot of nerve endings, its sensual and different. Another cool thing to do is before you start, get a pan of warm water, a wash cloth, a towel, and mild soap and wash her feet. Maybe start that way, too.

Well if they think their feet are ugly or smelly then they won't want them played with. The best time to do that is when a woman is right out of the shower if you like it. :)

Personally, I dont like feet, I dont know why I just think they are gross, LOL....
I dont find anything sexual about toes, some people do, just like some people like skinny, dark hair, light hair, average, heavy, muscles, and other things in a person.. Its just a preference, you cant really explain it.
