Is it possible to alter one's generic hair type?

My brother thinks that he can grow an afro and then go to a salon to completely change the type into a standard female short-hair style. We debated about this possibillity for hours and while I convinced him it's not possible, I can't help myself but wondering if such a method exist.

Can one changed from afro to short-straight at all?
