For the same reason you can accidentally poo when givin birth! the way your pelvic floor muscles are arranged means its very difficult to relax the anal sphincter without also also relaxing the muscles that keep your bladder opening closed.

i'm sure it's to do with the muscles you use when performing either function.
to urinate the muscles you use start from just below your stomach, around where your public hair should be. when you cough you can actually feel those muscles tighten.
you use more muscles to push out a number two but your pelvic muscles are also involved where as your number two muscles aren't involved in the urinating process.
try it! pretend you're about to have a ginormous poo and you'll feel those muscles tighten, but i'm sure you can remember that anal stuff isn't involved in your urinating process. all those parts are usually quite relaxed at that time.
